Serving as the Town of Erwin’s representative on the Steuben County Legislature has been an immensely rewarding and challenging position. When I was elected in 2021, I knew that we faced many questions about how Steuben would navigate out of the COVID-19 crisis and confront the many issues still impacting our neighborhoods.

Over the past 4 years, I’ve listened to you and worked with our first responders, law enforcement, public health, and community services officers to address the problems they face in helping improve and care for our community.

With your help, Erwin has thrived with new businesses opening their doors; investments in roads and water infrastructure; and enhanced services to support our aging communities, first responders, veterans, and those in need.

I’m looking forward to serving our residents for another four years to continue the incredible momentum and build on the work we’ve accomplished. I hope you will support me in the November 4, 2025 election.

Let’s keep working together to keep Erwin and Painted Post a great place to live and raise a family.

— James

Important Issues to James

Supporting Law Enforcement, First Responders & Veterans

Neighbors that put themselves in harm’s way deserve the strongest measure of respect and support. In his first term, James helped secure better compensation, equipment, training, and financial support for those who protect us.

  • Supported 30%+ increase in pay for Steuben County Sheriff Deputies
  • Lowered the required years of service for Deputies to retire with a pension
  • Supported Corrections Officers in their battle for fair and safe workplace conditions
  • Led effort getting First Responders critical communications infrastructure improvements
  • Increased property tax exemptions for Veterans and Volunteer Fire Fighters
  • Launched county-wide supplemental EMS Ambulance program

Addressing Mental Health, Substance Abuse

Nearly everyone has been impacted somehow by substance addiction or mental behavioral illness. Meeting the needs of those who experience significant crisis events requires tremendous support staff and services. James has helped build and expand the County’s capabilities to meet the growing demand.

  • Introduced a smart technology pilot program to assist residents in recovery support
  • Directed over $750,000 in opioid settlement funds into programs and services for substance abuse prevention, treatment, and harm reduction
  • Prioritized workforce investment in case work capabilities and resources
  • Launched new prevention campaign for destigmatizing addiction

Advocating for Small Business Owners & Employees

Small businesses are the heart of our communities. By supporting them, we fuel local economies, create jobs, and celebrate unique products and services that reflect our culture and values. James is leading the County’s efforts to engage with current and prospective business owners.

  • Created a new town hall roundtable series for small retail businesses to communicate directly with legislators and local partner agencies
  • Working to develop a new resource pathway for residents interested in starting a business
  • Working to establish a Small Business Advisory Board for Steuben County
  • Created Destination Development Grant Program for Tourism-related Projects

Fighting for Seniors and Affordability

For residents on a fixed income, the rising costs of home ownership, groceries, gas and other items are making it harder to allow seniors to stay in their homes and their community. James is focused on helping our aging neighbors to keep costs and taxes down in Steuben County.
